My PC is not performing as well as I thought it would.

I upgraded my PC not too long ago with a Ryzen 7 1700 CPU then to a GTX 1070 STRIX edition shortly after. Needless to say, I am not impressed with the performance I'm getting. I several videos showing off games played with the same CPU and GPU as mine, but I don't get anywhere near their FPS. For example, for GTA 5 they are able to play at over 100 fps, but with mine, the highest I achieve is about 70 and it runs between 50-60 on the usual. I've even see it stay between 45-50 pretty often. GTA 5 is not the only game that's not performing either. The same goes for Ghost Recon Wildlands, PUBG, and etc. I know these are very demanding games but from what I've seen, I should handle them no problem. If someone could help me out, I would be very thankful.
PC Specs:
Ryzen 7 1700
GTX 1070 Strix Edition
8 GB RAM 2400 MHZ
120 GB SSD for OS
1 TB HDD
AM4 B350+ Motherboard
750W power supply

Edit: Even at 1440 they maintain a stable 60 fps which I can't even do at 1080

If you run 3dmark, what kind of scores are you getting? I ask because the first thing you should do when you build a new system is make sure it's functioning properly. After you establish that, then you can start testing game performance. If you immediately start running games, how do you know if the problem is the game or the computer?

3dmark is a good test for this, since they have the scores of other people on their website. You can then compare your 1700/1070 scores to others with the same setup.

No I set my settings to make it identical to theirs, and they were still getting about 30 fps more than I am.
