So I had an older HDD lying around (1TB), and I decided to go through windows backup to create a backup drive. After turning on my computer today it gets stuck at the spinning circle so I:
Disconnected all USB devices - nope
Entered Automatic repair mode - nope
Tried to boot from thumb drive - nope

I disconnected the sata cable from the HDD with the backup I created and it booted up just fine.

What, besides a hardware defect could cause this issue?

Solution
Sounds like the backup hdd has developed an issue. If windows can't query the drive it will spend a very long time trying to which locks up everything else.
