Faulty PSU or something else?

I have a perplexing problem with my second computer. For some reason trying to use a graphics card freezes the computer during start up.

This computer is mostly about 5 years old.
PSU: Corsair 750W
CPU: 2700k
MoBo: Asus P8Z77V_LK
Memory 16GB
Main HD: 500GB SSD - about 1 year old.

Windows 10 - Tried different drivers and even resorted to a full system reset with out data wipe.
Old graphics card 560 - Stopped working suddenly, originally assumed this was the problem.
new Graphics card 970 - Was working fine in my other computer, doesn't work normally in this computer.

Working: integrated graphics + bios
Working: integrated graphics + windows 10 safe mode
Working: integrated graphics + windows 10 normal
Working: GTX970 + bios
Working: GTX970 + windows 10 safe mode
NOT Working: GTX970 + windows 10 normal

Unsuccessful attempts:
Full system reset with out data wipe.
Various combinations of drivers.
With the drivers that come with Windows 10, the computer freezes on the start up screen where the little white bubbles spin around together in a circle.
With the Nvidia drivers installed, the computer freezes on a black screen during startup.
I ran chkdsk on all of my drives with full sector checking.


So because I've done a full system reset, I'm assuming Windows 10 isn't the problem.
Because the graphics card worked in my old computer and does work in safe mode and bios, I'm assuming the graphics card is okay.
Because the monitor still works while in Windows 10 safe mode and the BIOS, I'm assuming the mother board is working correctly.

Therefore the only thing I can think of is the Power Supply is having issues giving enough power to the GPU for normal operation. Am I missing something?


I bought a new PSU: EVGA SuperNOVA 850 G3, 220-G3-0850-X1, 80+ GOLD, 850W Fully Modular
However I'm very sure its DOA so I'll have to get the RMA replacement before I can test my theory.

A friend helped me isolate the problem by using a computer we new to be working and swapping parts around one at a time. We've narrowed it down to a motherboard failure. The motherboard is a asus pvz27-v lk
