At stock clocks you will see roughly 5% - 12% performance increase. With an OC it depends on how far you can push it but it would be marginal.
Intel prices don't come down much once a gen is surpassed unless you buy second hand. So if you were to spend $200/£150 on a CPU, you might as well save a bit longer and upgrade to a new platform which will harbour more performance.
