Is my graphics card DOA?

Hi i so i'm basically having problems with graphics card. I recently had to sent my GTX 1070 to RMA andi just got the new one that EVGA sent me. After i was sent to EVGA i decided to use integrated graphics for the time being. I just got the card and now i'm having problems with it. I can't get any signal on my monitor. The computer will boot and the card will turn on but i get no signal but after thirty seconds or so the monitor will just turn black as if signal is being feed but the screen is just black. the HDMI cable is also connected to the graphics card and not the motherboard and i cant use another cable as i only have HDMI. I already disable to the Intel graphics from the Device Manager, tried to used a different PCie lane, clear cmos, made sure that it is booting on the PCie instead on of igfx, also i can't update the Bios as its currently running the latest. so what could be the problem?

yes the HDMI cable is connected to the graphics card and i cant since i only have HDMi.

yes I did. the only thing that is connected is in the gpu
