I plan on playing in 1080p, don't want to play at anything higher, and I want this upgrade to last me a while with the newest games.

I currently have an
i5 4460 + gtx 770 + 8g ram

I'm questioning whether I should upgrade my graphics card or whether a new mobo/7700k would be a better upgrade for new 2017 games

I figure it's going to be the graphics card, but I'm worried I won't be getting the full potential out of it with a 4460.

Thoughts?

I think with your current setup (CPU) you're fine. I would upgrade:

1) GPU: GTX 1060 or RX 480/580 (if you're lucky to get one) OR wait Pascal/Vega from NVidia/AMD.

2) RAM: 8GB meanwhile is ok, normally today for games is recommended 16gb.

Bad thing about your setup is the dead socket, if you upgrade the ram, you'll not be able to sell the ram alone if you want to, so in case to sell it, you need to sell the whole combo.
