Cores stuck at 1.5ghz after OC?

So I am trying to get a stable 3.9ghz OC. I am running a Ryzen 1700, and the Asus Crosshair VI Hero. I have disabled the power saving options etc.

I started by turning up the CPU Ratio only, and leaving the BCLCK Freq at 100, and moving the multiplier up 1 at a time (31,32,33 etc). If I even set it to 31, for 3.1ghz, then all my CPU Cores get stuck at 1.5ghz.

If I set the BCLK Freq to 103, and then move the multiplier up, the OC works perfectly fine. Having it at 101, and 102 also makes all cores run at 1.5ghz

What would be causing this, is it normal?

"idles at 1.5ghz instead of 3.0ghz" If it idles at 1.5 ghz nothing is wrong, unless it stays that way during loads. You probably turned off the setting that keeps your cpu at a high clock, something like "Force CPU Clock Speed At Idle".


well you oc it wrong. what is your motherboard exact model.

I was told that this is the optimal way to overclock with this setup after finding multiple threads online
 
1) If BCLK works like other motherboard it affects the PCIe bus as well, so I'd avoid that and leave it at 100MHz.

2) You probably need better than the stock cooler.

4)** Latest BIOS is IMPORTANT... do you have v1403?

I clicked W10 64-bit in the support section but nothing showed up. I tried W10 32-bit and found the newer BIOS (a week ago). It's the very important AGESA 1.0.0.6 update that helps with stability.

1 - I try to leave it at 100, but when I change the ratio, even by 1 point, the CPU just idles at 1.5ghz instead of 3.0ghz.
2- The stock cooler is capable of overclocking up to 3.9GHZ. Although I am installing a Noctua-D14 later today.
4- I think that page is currently broken, I downloaded the WIN10 64 bit bios yesterday, and updated to the latest one (includes AGESA 1.0.0.6)

This might be a dumb question ... When I hit the clear CMOS button on my mobo, and start the PC, it says "CMOS Reset, press F1 to restore settings"

I have no choice but to hit F1, and then it restores my settings?
