Getting 30 fps but games stutter

Hello guys I have faced a problem from the day I upgraded my gt 610 to nvidia gt 1030. The problem is that the games are stuttering. I get 25 to 30 fps in games like Ac unity ,ac syndicate, but they stutter. Batman arkham knight is unplayable (CPU 40%,GPU 50% utilized while playing) I get 0-30 fps

you need HWMonitor ... it will show you what amount of memory is being used on your card, you maybe exceeding the 2GB on your card, and its putting the overflow onto system/pagefile. - try turning down the details to minimum? still freeze?

Is your swap/pagefile system managed? or did you set it yourself?
I always set my pagefile (i call it swapfile sorry) to: (system ram x 2) + graphics card ram. eg if i had your computer, i would be setting it to 12+2 = 14GB. sounds large right :( but if your computer cant clear enough memory by dumping to swap/pagefile, then it usually grinds like a trooper or misbehaves. maybe that will help.

does your game freeze every 15-20 seconds?
do you have a swapfile active?
how much ram + graphics ram etc does your system have?
psu delivering enugh power? you got a 450+ psu?
you did make sure the 1030 was sitting in socket properly?

@soggytissue yes the game sometimes hangs for about 2-3 seconds
I have 2gb graphics memory and 6 GB ddr3 ram
Swap file I think you are asking about page file its 4gb on c drive
PSU supplies enough power
GPU is properly fitted
