Just Upgraded Heavily, but with no improvement? (Gaming)

Hello, My name is Dylan. I was just running an AMD-8350 Black on a ASrock Extreme 4 with a GTX 980ti FTW, but i just upgraded to a 7600k with a Gigabyte GA-Z270-HD3 with the same 980ti. I was getting roughly 40-50 FPS on Player Unkowns battlegrounds and various other games with lacking fps, so i upgraded. Unfortunately when i powered my pc after rebuilding, Microsoft notified me and said something bout how the 7th gen processor doesnt work with windows 8.1 or something. But i launched PUBG anyway and played, but i was stuck near 30 FPS, sometimes even drops to 20 or 15. I'm currently updating my PC to windows 10, but im wondering if there is something else effecting my cpu's power, I also checked task manager while running the game, and my cpu was at 18%. Please Help!!! Any feedback is very helpful. Thanks for reading!

yes, a complete full reinstall of windows is definitely required in this case.
