Ok I bought this Palit GT 1030 and it has DVI D 24+1 pins and a HDMI port and my monitor is 720p VGA monitor.. will the DVI D 24+1 pins to VGA wire would work with GT 1030 or do i need to buy an active converter for it?

I don't see why not. DVI is DVI, unless they're different on the monitor and the graphics card (this shouldn't be the case). Why not upgrade to an HDMI capable monitor? Even if it is a simple HDMI capable 720p display, it will look much clearer than DVI. :)

It should, but remember that these types of adaptors/cables aren't always the best. They may cause an uglier image, or so on. But for the most part, DVI and VGA aren't "picky" technologies, so it should work.

so the DVI D to VGA wire would work right? no need of active adapter for GT 1030? im really confused over these... i have this HDMI to VGA passive adapter which is not working with my monitor giving no images...

Should work, but not guaranteed. And you have the. choice of just an adapter or a cable, both are fine, but adapters seem to have better reviews. Depending on where you are purchasing it from, see reviews and other user's experience. Some of these types of adapters/cables are more compatible than others.
