CPU Usage Is acting Up

My CPU of late is acting weird. Running at 80% for small programs like chrome at times. And every time I download something on Steam it runs at 100% and my PC shuts down. (I figured out that if I limit my bandwidth on downloads to 10MB/S it doesn't shut down anymore)

Not sure if this is related or Normal but when I first open Task manager it uses 48.1% of my CPU for about 5 seconds and than goes down to around 1.6% give or take.

I'm not to knowledgeable about PC's. I only know the basics. But I really need to know how to figure out what might be the issue. I have tried google to no avail.

I have never had this issue in the past.

On youtube Google Chromes usage goes up to 20% usage. Making the total CPU usage around 30%
The longer I stay on a video the lower the CPU usage goes. But at first (when starting a new video) It jumps up to the 20% and rarely 30%.

With browser closed its under 10%.(Background apps for keyboard headset and mouse and antivirus)

I Did full PC scan with AVG and than uninstalled AVG and did full scan with Bitdefender. Both came back fine.

 
My cpu utilisation goes to 24% for about 1 second when opening task manager, so, that momentary spike of activity alone might not mean much...

If your PC is shutting down, however, (powering itself off?) that screams for you to look carefully at 2 things:

Temps (cpu mostly)
Power supply

Temps have been acting up as increased usage of cpu raises the temps.

So when the CPU usage is running at 100% or close to it the computer will shut down (Due to high temps)

Lately (Since CPU issues started) My temps for CPU have been higher than normal. (Seems correlated with the usage percentages)

I will add that the temps rarely reach high enough for PC to shut down. It was only happening when downloading games on Steam at 20+MBps speeds. (Bytes not Bits)

Since I limited download speed to 10MB/S I have not had a shut down.

But PC generally seems to run hotter than it used to in certain situations. Like Gaming, or steaming video and downloading.
