Is buying new thermal paste a good call?

Hello, I recently did my first build, it boots and posts but with a catch. Whenever I turn it on the motherboard beeps endlessly, the motherboard is a Gigabyte AB350 Gaming 3.
I did some research and it seems that a continuous beep is supposed to indicate bad memory, the thing is, if it was bad memory it wouldn't post right? I think I read somewhere else that it could also mean the CPU is overheating, this makes some sense to me as I had a particularly difficult time installing the cpu cooler and the only thermal paste was on the cooler itself. Also when I do get the computer to post I get temps up to 51C which seems rather high for simply sitting in bios. Furthermore if I try and install windows 10, ignoring the beeping, it will run for awhile and then do a forced shut down in the middle of it.

Specs:
Psu: Evga 650 watt modular
Cpu: Amd R5 1600
Mobo: Gigabyte B350 Gaming 3
Gpu: Evga Gtx 1060
Ram: 16GB corsair LPX 3000Mhz

So what I want to know is:
1. Are those Bios temps abnormal (this is in a full tower case btw with 4 case fans)
2. (For future reference) Can you actually post with bad memory?
3. Does buying thermal paste and reapplying make sense?

I found the problem! Turns out my EVGA Psu didn't make it through the move from one system to the other. Too bad too it was a nice one. What I thought was a beeping was really a very high pitched screetching coming from the psu. I switched it out with a rosewill 450watt psu and bam, starts up properly, and no whining. Guess I'll be ordering a new PSU for my system. Thanks for your help though :)

A similar post about overheating whilst overclocking shows that the standard idle temp is around 50C, and the fans dont start up until you exceed 70C? Maybe try resitting the fan power plug? does the fan spin when youre installing? Reapplying paste will help ease your mind somewhat, and reseatting the cpu might be a good idea too.

The issue is the beeping, have you tried reseatting the ram? You have a single stick or you have 2 x 8GB? try them one at a time?
