why i cant get 60 fps on gta v with these specs

I have a fx 6300 , gtx 1050 ti ,8 gigs of ram and gigabyte 78lmt mobo .I play on very high settings and i get 45 fps but when i turn the settings to high i get again 45 fps and not 60
 
Solution
GTX1050ti should be ok for 1080p 60 fps with high settings.
GTA V is however a processor dependent game. Your FX6300 is already screaming for help! Yes, your processor is the bottleneck.
If you want to be sure, check the load on GPU and CPU. However, I am 99% sure, that your FX6300 is the culprit.

Solution
Well I'm also pretty sure it's CPU bottleneck, but how can that CPU bottleneck just like my Pentium g850 (might be even worse, fx 6300 is a 6 core if I'm not wrong, and much newer than my CPU gen), I pair it with 1050 ti and it still perform somewhere between 30-60 (not so stable but it still reach 60 at some point) I play at mixed of normal and very high btw..

Here's a suggestion for u:
MSAA off
Tesselation off
FXAA off
AA off
Distance scalling lowest

I used that settings and my fps turns better (before that, any fps beyond 30 becomes stutter hell)
 
Extra cores are meaningless if the game isn't designed to use them. The FX range have very weak single core performance. This is why CPU's like the G4560 outperform even the FX8370 in games.

When looking at cpu usage look at all cores and if any are sitting at 100%. Total cpu usage won't tell you anything.
 
Not sure if GTA V has a frame capping option, if it doesn't then use a program like MSI Afterburner burner to cap your fps. You will have to experiment and see what works, so try 30, 40, 45 fps caps.

Capping your fps will limit the cpu load and give a steady fps. A lower but steady fps can give smoother game play than a higher but variable fps. This is why consoles can get away with 30fps in many games yet still be reasonably smooth.
 


when i still use my Pentium G850 + 1050ti, bottleneck is so horrible, 40 fps above will give me stutter hell, i use half v-sync and it's all gone, just like that, stable 30 most of the times, except when loading new things

What do you mean AA off and which setting do you have on very high and on normal?
