Alright let me start off by saying, Sorry if I posted this in the wrong spot.
After struggling for months trying to find out how to fix this lag I get, I have almost given up, and my last hope is you guys. I see lots of posts getting help so here I am

PC Specs
----------
Zotec Gtx 950 2gbvram
AMD A10-7800 @ 3.5ghz
8GB Ram DDR3
HDD 1Tb
cooling: stock with 2 92mm fans. -
------
First let me say, Yes I know off the bat it could be the CPU but the thing is, I was able to run Rainbow SIx for months at a stable 90 fps+ at medium specs. But, recently My fps has been about 30-40 (at low settings) and there is constant fps drops from there (down to 1-8fps) that make the game unplayable.

I have reset my pc, reinstalled all drivers, re installed the game, and overclocked my gpu/cpu then set it back to defaults and still nothing has fixed this low fps drop.

One important thing I noticed was after playing my CPU Usage hits really high, like 90-99%
Would the issue be my CPU/GPU/Ram? If you could help fix this it would be great!

Links are fine, provided they're not concealed links.

Yes, you're definitely seeing high CPU usage and, while I'm not sure exactly how CPU intensive the game is; the fact you're still seeing pretty sizeable usage after you've closed the game leads me to believe there's more going on here.

It's unlikely to have anything to do with your GPU. You may be seeing high GPU usage too, but with CPU usage maxing out, it really won't matter how strong a GPU you have (or don't have) in there.

First off, you're definitely connected to the 950 and not the onboard graphics of the A10, correct?

Can you post a screenshot of your "processes" tab, ordered by memory usage high-low....at the desktop with all programs closed? (while that shows memory...

Do you have V-Sync enabled? That could take a toll on your GPU. Check your fans/ inside of your case, dust could clog your fans and seriously negatively affect your cooling. If it's an issue with your settings, use nvidia experience to optimize it for you. Otherwise, your components just may be not up to par/ dying, especially your CPU.

If your CPU usage is getting up near 100%, that's going to be limiting your other components. The only way to "fix" the problem is to identify why it's doing so.

If it's simply the game utilizing ~100% of your CPU resources, then overclocking should alleviate it some, but likely not a whole lot - and short of upgrading your CPU (or MOBO/CPU/RAM), there's not a lot that can be done.

Task a look in task manager at idle, is there anything untoward there 'hogging' your resources? Anything from an unruly app/virus/malware to a borked Windows update can be eating away at your resources.

No, I never use Vsync.

I belive it could be my cpu, heres what it looks like when I run this game:
https://gyazo.com/d1df56288c22946818899ae927a1e679 (sorry if links arent allowed)

the first half is when i have the game open and its running, the second half was when i minimized it. when its closed its much lower. so if its the cpu, i should over clock or buy a new one, correct? or is it my gpu not working well?

Also, please post a screenshot of your startup tab? (msconfig>startup)
