Decode a h265 file to h264

Use a program called handbrake on a windows PC.
If you dont have a very powerful computer this will take a while.
Also if this is a 4k video in h265 I would not bother as the PI 3 does not have the performance to have smooth playback (and h264 will actually be a larger file and more resources than h265)
