Stuck On BIOS Screen After Installing New Graphics Card

Hey there,
My old graphics card fried, so naturally I had to get a new one. I ended up getting a Gigsbyte Radeon Rx 460 2 2gb.Plugged it in as instructed but when I turn it on I get stuck on the BIOS screen. My motherboard is MSI. Also I'm fairly new so didn't know what information to provide,so if there is anything missing I'll happily fetch it (woof,woof)!

Cannot boot up to windows.All I can do is navigate the menus and change options.If I restart same thing happens.

Do you know what safe mode is? Can you boot into that?

i guess the problem might be caused by the drive, have you checked that other parts dont get damaged when you fried your graphics card? make sure to do some inspection

Cant seem to get the option of doing so,but maybe im doing it wrong. I was wondering if it would be helpful if i posted a screenshot of my screen. Let me know if thats the case.

Doesn't seem like there is any obvious damage, at least that I can see. But if all else fails I will assume that is the case.

Moved it to number 1 position, still the problem remains.

1:Not exactly sure how to do that, sorry about this.

2:No that card doesn't use any cables to power it, gets its power from the slot I belive.
