4k Video Editing PC - Upgrade/Overhaul Advice

Hey everyone, I am a wedding videographer and an amateur filmmaker, I have recently updated my camera gear to Panasonic GH5, which in turn going from 1080p to 4k. I use primarily Adobe Premiere Pro CC and with my current build, it handles 1080p no problem, but when it comes to 4k, it has some struggles.

My current build:
CPU: Intel 4790k 4.0GHz
MOBO: Asus Z97-AR
GPU: Asus GTX 760 2GB
RAM: 16GB DDR3 1866MHz
PSU: Corsair 750M Bronze
CPU Cooler: Corsair H60 Liquid Cooler
CASE: Corsair 760T Full Tower

This was my first and only PC build and I was wondering if I could get any advice on what I should upgrade to help improve rendering 4k video speed. My budget is up to $800 and was thinking about an overhaul of the CPU and MOBO and upgrade to the Ryzen 1700x with 32gb of DDR4 memory and eventually upgrading my GPU down the line, but it would be cheaper upgrading my ram to 32GB DDR3 and GPU with more VRAM. I know it will help if I upgrade the CPU/MOBO, but would it be worth it?

Anyone with advice the route I should take would be much appreciated, thanks in advance!

If you look to replace the CPU then you will be looking at a new mobo and RAM. You won't be able to salvage the DDR3 RAM.

For PP order of precedence would be CPU>>GPU>>RAM>>Storage. So it would seem that go for the CPU first but in this case I don't believe so. The 4790K is somewhat dated but will still work okay for 4K. Not great but workable. But the GTX 760-2GB will not, 2GB of VRAM is just tooooo little. So that is what I would aim at first. The GTX 1070 is what I would say is a minimum but the GTX 1080's are quite cheap right now. The 11GB on the 1080Ti would be fantastic.
