I know your supposed to ground yourself by touching the pc case every once in a while, but the problem is, i dont have any unpainted metal on my pc case. I do however, have one of these.

Can I make a improvised wrist strap by duct taping one end to my wrist and the attaching the other to something? What do i even attach the wrist strap to? And do i need to have the psu plugged in and turned off when I'm building it?

I've never in my life grounded myself, I've built 100s of computers, and never broken a pc component due to esd, as another user once said on here, just don't wear plastic slippers, and your body will ground itself through your feet.

I was even testing some thermal pastes out the other day and one particular one was that sticky, as I pulled the water block off, it ripped the cpu out of the socket, eeekk, I then had to slide it off the bottom of the water block, as it came to the end it shot off, hit a wall next to me and bounced off the carpet, I thought, yep that's dead, now usually I always make sure the Psu is switched off before messing with anything, and was sure I did, to my surprise after cleaning the cpu off, I put in back...

Just touch sometimes central heating radiator or anything that is grounded and it should be fine.
As for plugged psu, never do it when you are building pc. Even in turned off state there could be residual electricity and that could kill your pc.
If you really want to make anti-static wrist strap, all it is made of wire, metal pad to touch your skin and 1M ohm resistor. Connect this to anything grounded.
