I bought a Ryzen 1600 and an Asus B350 motherboard, and for the time being only have 2400 Mhz DDR4. Will I be able to overclock it to 3.7 Ghz or higher or should I invest in faster RAM later? The motherboard is the Asus Prime B350 Plus and the ram is G.Skill Flare X 2400 Mhz.

Almost all components support overclocking, the Ryzen CPUs are fairly not that old, and they can support overclock as well as the motherboard, I myself have the same model, just a micro (smaller) version, and it overclocks fine. I also have a 2133mhz DDR4 memory (lower then yours) and they are also fine. Don't over-overclock though, check stability (this requires some trial and error) Run benchmarks with softwares like 3DMark, Prime95, Msi Kombustor etc. Start off with small numbers and go higher.

Anyways, you should have no problem with overclocking with those parts. They are more then enough to support it.
