Ryzen 5 1600 temperature spikes

Hello guys, i recently bought amd ryzen r5 1600 and i also bought cooler for it Silentium fera 3,what i saw recently is temperature spiking from idle 35°C by +10°C even more and than drop fast back to normal. In bios i turned off core clock boost, changed clocks from stock 3.2GHz to 3.6GHz without changing voltage and also turned off cool´n quiet amd feature.Power plan is on performance mode.I also did fpu stress test using Aida64 where i was hitting max 60°C for a hour of stress testing.I think +10°C is pretty much when idling or browsing the web pages,opening some files in windows.Is this temperature spiking normal? can it damage CPU in some way? I read many things through the internet but i didn´t find accurate answer someone said it is normal because of background things happening in windows and someone said the opposite.

I don't know the answer, but mine does the same exact thing in idle or light use but holds a steady temp under load. I think I heard this is normal but I'd also like more info, I'd guess it may be due to the high core and thread count that small tasks may bump temps momentarily , or perhaps something to do with timing of readings in the sensors?

hmm actually not thanks , but still isn't +10°C temperature spike too much for "mouse movement" ? I also saw somewhere that these spikes can somehow damage cpu but i dont believe it actually can..
