Why is my New Build Not Working?

I just helped my friend build a PC and it does not output a picture. All of the fans spin, even the graphics card (EVGA GTX 1050 Ti) fan spins and all of the case and motherboard LEDs turn on. I have tried 2 crappy Dell monitors using a HDMI to VGA adapter and it is very possible that is the problem. Tomorrow I will try plugging into a TV or monitor but, any ideas about what the problem is?

Actually, I did hear some dinging noises like a phone notification, I hit F2 the second it started up and it is possible that I entered the BIOS but didn't know.

That's good - your new GPU is known good. So, you know that it should work in the new PC. Keep it out of the new PC for now. You need to diagnose the problem with rest of the hardware. Once again, connect your monitor to the mobo video out. Now do the cmos reset. Power up - are you now getting the bios screen? If it doesn't boot to bios, it's time to check the RAM. Take out one stick. Try this stick in each RAM slot. Then, try the other stick in each RAM slot.
