Possible CPU failure ? PLEASE HELP

Im using FX 8320E with a ASRock N68GS4FX motherboard and i have RX 470 ASUS Strix O4G Graphich card.
The problem is that i have small fps and big fps drops. I have frequency drops too, ex: When i play League of Legends (for ex. this is not so intense game for pc) i got about 8-12 fps, when i look into task menager my cpu speed are 1400Mhz instead of 3200 Stock. When cpu speed raise on normal 3200 i got around 50-70 fps.
In GTA V, prolog mission i have drops from 60 to 28 fps. Even in Lego Batman 3 i have just around 40fps.
I brought PC in servis where i have warrianty they said that CPU and MOBO are both correct working and there is not problem in each of them. But after googling i found that my CPU is not even on this MOBO Support list. I cant ask them for refund because all is working as expected (custom parts built pc, not branded) but they dont work in combo... so is there other possibility my pc do this or its clearly issue in MOBO and CPU compatibility. What are u recommending me to do. Buy new motherboard or what ?

Well it sounds like something is causing the cpu to throttle? What are cpu temps when under load in a game?

That motherboard has a 3 phase VRM and is likely one of the lowest end AM3+ boards you can buy. If the CPU is not overheating then its possible the VRM on the motherboard is which can also cause throttling.

So I dont think any of your parts are failing, that motherboard may just be inadequate to properly support that cpu.

It would be better than what you have but its still a low end 3 phase board. Here is a list of AM3+ boards and their phase count, I would get something they recommend in their list of AM3+ boards. Especially if you ever plan on overcloking, which would be a good idea with the 8320e due to its quite low stock clocks.

How much did you pay for this pc if you don't mind me asking? It may just be a good idea to return it if its still under warranty and build a budget G4560 rig or something.
