Inconsistent network reliability

I have been having an issue with my home network for about the last 2 years. Primarily the problem mostly seems to come around under heavy loads (gaming, streaming HD, etc).

Current Base Information:
Modem: SB6141
Router: Netgear Nighthawk R8000 (latest firmware 1.0.3.46)
Internet Speeds: 100mbps up / 5mbps down
Cabling: All CAT6/7

The main sporadic issues:
- Connections drop from XBOX Live
- Streams (netflix) buffer/struggle
- Internet access seems to randomly completely drop even though all everything shows it is connected.

Non-Network Based Issues (but cable related):
- Every so often cable TV starts pixelating/studdering/sound cuts out. This is often solved for a short while by calling the provider. However, every time I call they state, "Your DVR is registering a lot of errors." Their solution is to just clear them, but never investigate why.

I have tried all of the standard stuff to fix problems (reboot everything, reset modem/router, new cables, etc); however, nothing as seemed to work. I am led to believe there is an issue that is ISP related (be it a profile, node, etc), but even when I am having issues and call, they say everything looks fine--often just forcefully rebooting my modem from their end.

I frequently run a speed test when I see the problems pop up on my phone, and the results confuse me. The download speed is almost always 100 +/- 5 and very consistent. On the other hand, the upload seems to be very sporadic at the start of the test and ultimately stabilizing halfway through (bounces between 0.1-6 for the first half, then stabilizes to 5 +/-1). I have also noticed sometimes I get a "Network Communication Error" on the upstream test.

Even during these internet issues, but internal speeds always seem stable. Signal never drops or cuts out, so I am led to believe it isn't hardware. I have tried contacting the company on multiple occasions to resolve the issues, but it seems they just keep over looking it. Unfortunately, where I live, this company is my only option for internet/cable in my area (aside from satellite). I am currently paying over $200/mo for basic cable and the above mentioned internet package, yet am having large consistency issues that do not seem to be on my end.

Does anyone have any troubleshooting ideas, tips, or advise to try and find the culprit to these problems?
 
If your TV pixelates along with the other issues, that is from their side. Nothing you or we can do to help. You just need to find a decent tech there that can check things over. Maybe run a new line from the street to the house, maybe replace the splitters in the house.

That has what I have been fighting for. Unfortunately, I live in a rural location that seems to get neglected in terms of updates and support. They have been making a big focus on doing a fiber-to-the-home upgrade, which I may never see. The last tech I spoke with stated that the line running on my node is 30+ years old. It has been a struggle to get them to consider replacing anything unless it is literally trashed.
