Solution
First and foremost, dont wear socks, barefoot is better. Also if at all possible dont build where there is carpet.

Secondly you should be getting a ground strap if you have that big of a problem.
You should also go and get a $5 outlet tester from the hardware store or most chain stores like walmart also carry them. This way you know for sure that ground is hooked up in your house.
Once you know you have a good house ground then connect the strap to your wrist and to the case, and install the PSU first and plug it in. This will provide a safe connection to ground for the rest of your components.

1) I can't decide for you.

2) Grounding yourself isn't just touching metal, you need to be touching metal which is actually connected to the ground outside. Fortunately, in our wall outlets one of those circles is for just that. So one method is to have a PSU plugged into the wall and touching the metal PSU chassis (and yes the PSU can and should be switched off, it'll still ground you). Or likewise have the PSU installed into the case and plugged into the wall, then be connected to the case with an anti-static wrist band is the best bet. Though, I wouldn't consider myself an expert on grounding so always be open to what other people have to say.

3) Go barefoot. Shoes make things worse. Barefoot is best.

4) Ground yourself

5) Ground yourself
