SPECS:

MOTHERBOARD: Dell Q965
CPU: Intel Core 2 Duo E4400 2.00 GHz
RAM: Elpida 4GB 400MHz DDR2
Graphics: Nvidia 9500 GT
Harddrives: 80GB SATA (50MB/s SPEED R/W (ATTO BENCHMARK)) SATA 3.0Gb/s
PSU: DELL 264W

What do you think would be the first best step? Should I even upgrade it, or just build a new rig.

Games mostly played: League of Legends, CSGO, First Assault.

I would say like $300 starting. The 9500 GT isn't that bad, but the SATA drives are slow, and the Ram isn't doing it either. The CPU is only 2GHz also. I would re-use the motherboard, psu, and cpu at the least.

upgrading will be a smart idea as most of the games you play are going to require cpu power (gpu also, but as you said its good enough)

and you can add a decent cooler like a coolermaster hyper 212 evo and overclock a little.

Put these in your PC and youll be all set for gaming mid-low 1080p in the most demanding games. This will be your best upgrade at the absolute cheapest price. This is what I would do in your case and Im sure youll be ecstatic with the results.

What some people dont understand is that not everyone has so much money to throw around, and Im sure if you spent $300-400 you could do much more. But at this price you simply cannot argue with the results and the increase in every aspect of performance youre going to get with an upgrade like this.

Good luck, hope this helps.

one question?, how is suggesting the parts for the price he asked "not understanding" ;)?

don't get a 750 t, get a gt 1030, much better than the 750 ti

at that price you CAN argue with the performance, as the pentium would give better temps and use less power (incoming argument on this subject)
almost all the components you stated uses unnecessary power for lower performance.

the 1030 uses almost half the power as the 750 ti and performs better. and its price to performance is better * edit
;)

but i cant argue with the fact using less money is good

The build you recommended it great, dont get me wrong. Its just $500.
Ive given him an alternative using older parts because of how cheap theyve become. Youre right, my build wont give him the same performance as the one you recommend, but its also less than half the price. You wont see any argument from me, man. And as to the 1030 being cheaper and using more power, Im not familiar with it as its probably just released right? If what you say it true its great, throw it into my build and hell be golden.
The reason I chose the Q6600 is because itll offer a big performance boost (more than double), fit into his existing motherboard and its at an insane 20 bucks. The pentiums not worth the extra 100$ hed have to pay for it compared to the 6600.

Im glad this didnt turn into a forum-fight and we helped make someones gaming experience better together.

One thing I do want to add to the OP is that he will probably need to add $10 dollars to our build for a CPU fan that supports LGA 775 and a Q6600, as I doubt the stock fan hes currently using will be able to handle it.

**Update** After looking into it it seems that the 750ti is actually superior to the gtx1030 by a factor of 2-6 frames per second in the average game, but does take up more power. So its completely up to the OP whether he wants to pay slightly more over time to get a little bit of a higher FPS or pay less and sacrifice 2-6 FPS. I am a frame rate nut so I would probably opt for the 750ti in my original build.

Anyway, Im glad I could answer your question @ ItsSMOR3S. Good luck.

tbh i said the 1030 is better due to its pascal structure, and being generally faster, cooler, but i did know the 750 ti would win out of the box.
do you like to oc? i once oced till my cpu broke. :) that was hell for my dad as the cpu was an i7 6700
