lag spikes on bad motherboard with fx 6300

I have a AMD FX 6300 processor which is on a bad motherboard (I can't find the motherboard from where I bought it, https://www.amazon.com/gp/product/B0111MU5ZA/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1 ) I know that my motherboard is bad, I have a Nvidia GTX 1060 in my PC and my AMD FX 6300 processor has 3.5 ghz but every couple minutes it spikes down to 1.3 ghz, is it because my motherboard is bad or is because my processor is bad? I don't know what I should get because I don't know what the problem is, processor or motherboard?? PLEASE HELP!!!!!!

Its probably downclocked as part of your current power scheme in Windows and energy saving options enable in the motherboard. I'm using a AMD FX-8320E system to type this and its running at 1400 Mhz since I'm not doing anything stressful. When I game its bouncing around all over the place up to 4000 Mhz. Again, its just the system trying to optimize power consumption vs. system demands.
