Over clocked 7700k restarting issue.

I have a 7700k at 4.8ghz at 1.24vcore, the issue I am having is when I overclock the cpu, the system will not restart manually. I have to force a shut down by holding button since it hangs up. I've noticed I can turn the overclock off on the cpu and the restrating issue is completely fixed. So confusing hahaha. Before anyone asks I have 7700k 1080ti as rock k4 z270 board, 1080ti 32 gb 2400mhz ram, 650w evga supernova g2.
any help will be appreciated!!

Never mind what I just posted in this. First look in power management in Windows and set everything to default. If that doesn't work it may be something in the bios power settings. Look in the power management setup area in the bios.

The cpu is fine at 1.24v at 4.8ghz with multiple stress testing and many different games. Prime95 aida64, and rog stress test. Cooler is h100i and board is asrock k4 gaming z270

The pc has absolutely no problems doing any task, just it won't restart without having to manually shutdown since it won't restart. It hangs up after I click restart and won't boot until manually shutting down.
