What's wrong with my CPU

Basically, the problem is, whenever I'm playing a game on my pc occasionally I hear my fan (pretty sure it's my cpu fan) become more quiet. When this happens, I get massive frame drops. I'm talking 5-10 fps. However, this only happens in short bursts. Like 1-3 seconds. I have no clue whats going on. I know it's not my GPU fan because the fan that I'm having problems with is the loudest fan in my pc. I'm pretty sure its my CPU cooler because I don't think my case fan has that much of an impact on performance (although I only have 1 case fan, which is another problem). Does anyone know what is going on? Here are some of my key specs.

Intel i3 6100 (I'm using the stock cooler)
MSI GeForce GTX 1050 ti
Case: Thermacool Tesseract

That must be a pretty loud fan for you to notice the lack of noise when it isn't working...

More seriously, that's not a great deal to go on. What it does mean, if you are correct, is a temperature issue at heart. If you haven't already I suggest you download something like MSI Afterburner to monitor temperatures and usages of the GPU and CPU as a starting point. Other hardware monitors could also help as well if that way inclined. Try and spot what happens to temperatures when you get these frame drops. This would give a fuller picture of what is going on with your PC.

And what are you playing? Your CPU is not really powerful so at times when playing big AAA games it's likely your FPS drops down alot.

Computers commonly have only two fans that are highly regulated by temperature, the CPU and GPU fan. I would more expect it to be GPU fan powering down, at situations where your game is running slow due to being highly CPU limited, than the GPU is then relazed and will momentarily loosen it's cooling.

Sure some smaller chassis can also have a fan that would be highly dependant on the overall temperature which could fluctuate much on load.

Anyway it's not that your fan powers down and then causes a slowdown. It is something that causes the slowdown, and the fan will then just react to dropping temperature. So what games, how much RAM you got, do you have SSD and are the games installed on it.

The above suggested thermal throttling could of course explain a situation like that as well.

It mostly occurs when I play h1z1 kotk. I'm fairly sure it's not my GPU fan because i have gone into afterburner and changed my GPU fan to stay consistent. I'm considering getting a new CPU, an intel 7400, 7500, or 7600, because i suspect it is my CPU which is causing the problem in performance. I have 2 sticks of 4gb hyperX ram, and i have a 120 gb ssd on which my games are installed. I doubt it is a temperature problem because why would my fan become more quiet when my temp spikes? Could it just be a problem with my stock cooler??
