Huge FPS drops in all games with weird static noise in and out of games

I'm experiencing extreme fps drops and a weird static sound in and out of games, i went from having 300+ fps in most games to 30-70 fps in every game

CPU: i7 6700k @4.4 /w h100i v2

GPU: EVGA GeForce GTX 1080TI SC2

RAM: CORSAIR Vengeance LPX 16GB DDR4 @ 3000

Mobo: ASUS Z170-P

Monitor: ASUS VG248QE @ 144hz + Planar PX2710MW

750W gold rated PSU

windows 10 64 bit

cpu is running at like 40-70 C depending on the load


i rolledback my windows update and uninstalled the three drivers i updated (one was pcie controller and two were audio drivers) and i updated my GPU driver and i have absolutely no idea how to deal with it past that, in training on overwatch i'll get decent fps if i'm standing still but as soon as i start moving it goes to 120 ish but when i'm in a multiplayer game its between 30 and 70 fps
 
Any other mysterious processes running in task manager? (What is your cpu utilization with no browser open)

As there was a major WIndows update pushed out recently (patch Tuesday last week), you might have copied over some important drivers and replaced them with default MS drivers....

Try uninstalling all Nvidia applications, and deleting display adapters, and then reinstalling with latest drivers, assuming all WIndows updates done....

I can't seem to find any processes i don't recognize
my usage while playing overwatch is about 50-60% with no browser open
i went ahead and tried to uninstall all the nvidia stuff and tried to redownload everything but its still having the same issue
