Problem With Gigabyte gtx 1070 g1 gaming Fans

hello i got some problems with gtx 1070 g1 gaming.

1-fans are too noisi at start of spining
2-sometimes fans are not spining but fan stop logo wont show that ! (and some bugs like that)
3-and looks like some times vga wont follow my fan profile. exp : my profile is to make fan spiring at 50 but it spiringing at 47 !

what can i do ?

If its the problem as seen in the tube clip thats NOT fan imbalance .... like a car wheel, if the fan blades are not equal in weight it causes 'wobble' and so the fan blade edges hit the casing and cause that sound. But it would continue to make that sound at all speeds.

So the tube clip issue is motor spacing. When the motor spins up, the fan blades are too close to the case = that noise you have. BUT at speed, where the fans are pushing air down onto the card (making the shaft pull against the motor), the blades are slightly moved away from the card base and casing, so no sound is heard.
This is MOST LIKELY: design flaw, where they didnt intend the fan to hit the casing as it spun to speed. No real danger here as its designed to...

Is it fan 'air' noise? as in the fans are going at full speed?
Or is it fan bearing noise? in which case see below:

If you can spin the fan with a small stick/finger, you should feel no catching only the magnetic pull of the motor (in some cases). If it feels 'gritty' or unsmooth -
worst case: bearing(s) in fan are bad/worn which can cause loud noise whilst spinning, the grease inside the bearings maybe bad and/or have a foreign particle stopping the balls from spinning freely.

its ok even with high rate spining there is no special noise
but just as biginig of spining there is a special noise . like when case fans hit a wire.
