I am playing League of Legends on HP Z420:
CPU: Intel Xeon E5-2650, 20MB cache, 2.00GHz with turbo to 2.80GHz https://ark.intel.com/products/64590
GPU: Asus ROG Strix GeForce GTX 1050 Ti OC 4GB
SSD: Samsung 850EVO, 256GB (The game is on the SSD)
HDD: WD Blue 500GB, 16MB cache
RAM: 16GB, 1600MHz ECC

Two days ago i bought new GPU Asus ROG Strix GeForce GTX 1050 Ti OC 4GB and put it in my PC. After that i installed all drivers and run League of Legends at 1920x1280, very high settings (as I usualy play when i was using my old GPU Asus GeForce GTX 650 TOP CU 1GB). With the new GPU, when the game loads, while the minions are not spawned, it runs with 250 fps like my old GPU. After the minions appear, the game runs at 110 - 130 FPS max like my old GPU. I don't know what is the problem. If someone can help it would be great !

P.S. I also use MSI Afterburner to watch the stats of my GPU and CPU while playing and especially for League of Legends my CPU is 20% - 30% max and GPU 30% - 45% max loads.

Maybe it's a CPU bottleneck then? You're using a rather old CPU and the clock speed of it isn't very high. You're already getting pretty high frame rates to begin with.
