Computer Starts Up, but Nothing Displays on the Monitor

Windows updated a while back and it crashed my computer, when I went to start it back up it keep restarting over and over again. Eventually nothing showed up on the display. I decided to open it up. When I turn on my computer everything starts up, the PSU, GPU, and Hard Drives, but nothing shows up on the monitor, not even the bios for the motherboard. I personally believe that this is fault to the motherboard or the cpu, but I don't know which one. Any help wold be appreciate on figuring this out.

Which hardware components are you using?

try minimum configuration:
PSU, motherboard, CPU, CPU cooler, one stick of RAM, GPU if necessary and no onboard is available

I've tried that. I even tested the GPU and hard drives in another computer to make sure they were not at fault.

reset the Bios of the motherboard by jumper

Did you try the power supply in another PC?
