H100i problem high temps

I recently install my corsair h100i v2 liquid cooler. But for some reason it isn't cooling my cpu. I've install it currently and put new thermal paste on the processor and It still continues to overheat. I think the pump is working but still what the heck is the problem. I bought this liquid used from amazon.

Intel I5 4690k
Asus H81 gamer motherboard
Corsair 600w psu
R9 390 Asus strix gpu
Ddr3 8gb corsair vengance

Ok here's a few things to check...

-Make sure you applied the correct amount of thermal paste (single grain of rice) evenly over the CPU.
-Double check that the cooler was correctly installed.
-Make sure the pump is running. Should be a small running vibration on the pump. If there is no vibration (or very minor) then more then likely you pump is dead and no water is circulating through the AIO causing the temp to slowly go up which this may be your issue.
-Another possible cause is something clogging one of the lines on the AIO.
