PC Won't Boot Into Windows Properly - USB Devices Not Working On Start Up

SHORT VERSION:
When I launch into Windows 10 Pro I can no longer use my USB devices (mouse, keyboard etc.)

Their lights are off

The mouse and keyboard (and other usb devices) work in other systems

The mouse and keyboard work in the bios, it's literally only when the windows login comes up

I switched boot drives and it worked for a while but the same thing happened eventually

The issue is not present when the drive is in a different system - not a windows/drive issue

Same issue in safe mode

Cannot reset windows/restore windows

Drives work fine when plugged into my laptop

The PC does boot, I can see the cursor blinking on screen, I just can't use my mouse or keyboard

WHAT I'VE DONE:
I replaced the motherboard for a new one, still the same issue

I've reset CMOS

I've disabled fast boot

The i7 5960X is brand new and the system posts just fine

Swapped out the RAM

Rebuilt the PC

Tried a PS2 keyboard (doesn't work, although might be broken)

Tried to boot with nothing apart from monitor plugged in and I'm still getting the same issues

I really need some help here, any would be greatly appreciated as I can't find anything about this online!

Hello, I've been having a very annoying issue with my computer that has rendered it unusable. I went from Ryzen back to X99 as I couldn't deal with the issues present on that platform (I play games and make video content online). However, after using the new i7 5960X rig for a couple weeks, I booted one day to find out that it got to the login slide where it says the time and date (windows 10 pro btw) but I could not use any of my USB devices to sign in and get into windows.

At first, I thought it may have been a driver related issue so just tried to reset windows using safe mode (I could use my mouse and keyboard in the pre-start menus but not booted in safe mode). No luck, it said there was an issue with the restart and no changes were made. I took out my boot SSD and put it into my laptop and then, when I powered into my laptop, I could use it no problem. I could get into windows, sign in, use a USB-connected mouse (the same mouse) and keyboard- everything worked as it should. This gave me cause to believe it was not a driver issue.

So I used my other boot drive, a different SSD, and that worked fine for about 3 days when the same thing happened to that one, I couldn't use USB devices on start up again. I replaced the motherboard today and I've still got the same issue. I don't understand why this is happening, there's nothing online about this and I just want to use my damn PC as I need it for work.

I have found the solution. I was running on Windows 10 Pro and there was an update that for some reason really didn't like my spec configuration.

I purchased a USB stick and installed Windows 10 Pro from fresh. Logged into Windows, everything going good and initially seemed fixed. When it updated, I saw that once more none of my USB devices worked.

Once more, I installed a fresh copy of Windows 10 (Home this time) and turned off auto updates in Services. This seems to have fixed the issue so tonight I'll be deleting the most recent Windows update on all my old drives to recover their data and go off my old Windows install. Thanks all for your help, I'm glad I was able to find it!
If I understand you correctly, your boot drive works correctly when installed in your laptop but not when installed in your desktop machine.

The USB ports are intimately connected to the motherboard, laptop or desktop. So I wouldn't expect them to work the same in two significantly different motherboards. You'll need to install different motherboard drivers to get it to work in your desktop machine. You probably can't do that without doing a full install when the drive is in the desktop. If you then try it in your laptop it probably won't work there.

You might get it working if you leave the USB devices disconnected, connect both PS2 keyboard and mouse devices but that might leave other motherboard driver issues since they are still different motherboards.

You're trying to fix bits and pieces when you need a full, clean install to get the motherboard side of the USB to work.

I was using this PC for weeks on that drive before this happened, then when it happened I put it in the laptop to see if it was the drive's fault so I'm not sure that's the issue. PS2 keyboard didn't work when I tried it. I've just plugged my camera charger into the front IO USB and that charges when the PC is booted, still can't use keyboard and mouse though. I will try a brand new install and see if that helps :/

I'm using the Asus Strix X99. I'm unsure on how to disable the USB 3.0 drivers? Things like my mouse are plugged into USB 2.0 slots so I don't see why that would make a difference.

This sounds so frustrating to deal with.

It sounds like a software issue but then you say that the mouse/keyboard works when you move the drive to another system.
Maybe you should try backing up your Windows 10 to another drive (if necessary) and then restore windows by putting the drive in another system and going through the troubleshooting menu to restore. This should really be a last resort although might provide a fairly quick fix.

(First boot windows to make sure the drive, mouse and keyboard works in the other system)
(Access the troubleshooting menu by holding down shift and pressing restart in the windows power menu)

Are you using any software for the mouse/keyboard i.e. Logitech Gaming Software, Razer Synapse etc?
And I presume you don't have anything else plugged in that can possibly take control over the mouse/keyboard i.e. Console Controllers, Joystick.

This is the best I can think of, and not many people seem to be replying to this thread. So I hope this helps.

Edit: Just read the long version (Thought it was the old type up so thought I'd already read it) and I really don't know what could be causing it.

The USB ports are clearly connected to the motherboard as they work in BIOS so it's not a hardware issue.
If the system posts fine and it is only windows that affects the mouse and keyboard then I presume it's a software issue.
And you can't restore windows as there is an issue after you try restoring it.

Have you tried:
Unplugging and plugging the mouse and keyboard in different USB ports while in the login screen of windows?
Un-installing any possible driver/driver conflicts for the mouse/keyboard.
Un-installing any software for the mouse/keyboard.
And installing fresh drivers for both the mouse and keyboard.

If none of this works then you might need to format your drive (backing up anything important before hand).and install Windows on that drive as a fresh.
As you said that Windows doesn't allow you to restore to a fresh version of Windows. Although it could be worth trying this again to make sure as it'd save time.

Funny you should be having this problem as my motherboard has pooped the bed not long after I lost use of all USB 3.0. wonder if windows is the culprit..
