Return it and buy a 4x kit of 2GB if you can still find it to get 8GB. Regarding compatibility, in my experience, older RAM like DDR2 is more lenient in how compatible it is outside of the motherboard qualified vendor list (QVL) for memory. Another option is to buy two kits of 2x 2GB of the exact same model.

Be prepared however: depending on where you live, it may be VERY expensive. Older RAM can actually increase in price/value due to limited supply as people try and upgrade older rigs. I speak from experience trying to upgrade an 8-year old E8400 Core 2 Duo build to 8GB.
It might be a compatibility problem with your motherboard. Motherboard makers, especially for OEM PCs like from Dell and HP, can have limited compatibility with different makes/models. It could also be that your motherboard only supports a maximum of 2GB per DIMM slot and does not support 4GB memory modules. DDR2 is rather old and my guess all other things considered is that your motherboard only supports 2GB memory modules in each memory slot.

Please list the full details of your PC specs including motherboard make and model (or PC make and model with CPU).
