They may have a degraded line in the area or something.

Call your ISP and complain and have them run a network test in the neighborhood.

I've been fed up with Xfinity lately because my Internet keeps dropping upload speed to zero or going out entirely. "We've seen reports in the area; it's on our maintenance list to check out". Well, FIX IT!

They have a monopoly in this area though, so they don't really care.
