So I plan on upgrading my current rig which is an i5-2300 and a GTX 960, so I was gonna go with a Ryzen 5 1600 since its a bit cheaper than the X version and comes with a cooler, so I was wondering if I should sell my GTX 960 4GB Gigabyte Card and upgrade to something like a 1050ti, 1060 or RX 480, or is a 960 a good pair with the r5 1600, if not, whats the best GPU to pair with it? THANKS!

By "bottleneck", do you mean the CPU is too powerful for the GPU? If so, this is usually the better way to have it, you'll get fewer issues than you would with a GPU that's too powerful for the CPU.
Your 960 would run well on the R5 1600, you should see a steadier frame rate than you've been getting on the old i5. If you do decide to upgrade the graphics card, the GTX 1060 6GB would be a good match. Or, if you can find an RX 480/580 for a good price, which is currently impossible, then that would be good too.
