Computer under performing and idk why please help me!

I feel like i have a good build, but for some reason my fps and latency is shit. what am i doing wrong and what can i do to raise my performance.

UserBenchmarks: Game 33%, Desk 24%, Work 20%
CPU: Intel Core i7-6700K - 16.1%
GPU: Nvidia GTX 1070 - 75.6%
SSD: Samsung 850 Evo 500GB - 80%
SSD: PNY CS2211 240GB - 66.4%
SSD: Kingston SSDNow V300 240GB - 60.5%
RAM: Corsair Vengeance LPX DDR4 2400 C14 2x16GB - 43.6%
MBD: MSI Z170A GAMING M7 (MS-7976)

We would need more information to properly deduce the problem, but a likely culprite could be background programs. If you have a bunch of things running in the background, then it will allow down your computer significantly.

I dont know much about computers. this is my first build and i really appreciate any help i can get. However I dont know what programs should or shouldn't be running in the background. i can determine the obvious programs that shouldnt be running. like steam or battlenet shouldnt be ruining that in the back especially if im not playing any of those games. is there a program that i can post to help people solve whatever issue im having with my computer?

The causes can include:

Not enough hard drive space, too many unused programs
Left over programs, old cached and temporary files
Too many programs running at startup or in the background
Data Corruption, hard disk fragmentation
Missing Windows updates or outdated drivers
