Can I move old hdd that doesn't have windows on it to my new pc?

Okay so I'm getting a new pc and i'm going to install windows on an ssd but I was wondering if it's okay to put an hdd I used on my old pc that doesn't have windows on my new one and if so what are the steps to doing it or do I just connect it and tada.

If by "files", you mean video, music, stuff like that...yes. You can keep that stuff no problem.
If you mean programs and applications, no. They will not work with the new OS.

Just connect it.
It should appear as just another drive letter.

It already has files on it from my old computer do I have do anything after I connect it? I'm asking because i've heard people saying that files can be corrupted.

Just connect it. but a caveat.
Do not have the drive connected while you are installing windows on the ssd.
If you do, you will find that windows has placed a small(100mb) hidden recovery partition on the HDD, making it all but impossible to run without it.

Okay so I get that but what about when I connect the hdd later it has files from old comp will that effect it any way or do I have to format it?

I don't need to format it after installing it into my comp, I can just keep the files from my old comp?
