Games used to perform well, now FPS has dropped

I used to play Rising Storm 2 and PAYDAY 2 on high settings with 60+ fps but now it feels like it went to 20-30 fps. I'm not sure what the problem is. I checked for malware with malwarebytes and came up with nothing, defragged the system, and uninstalled and reinstalled the graphic drivers. Setting power settings to maximum peformance and turning off/on Vsync didn't help either. This drop in performance just happened out of nowhere.

Operating System: Windows 10
Display: PHILLIPS TV
Processor: Intel Core i5-6600K CPU @ 3.50GHz
Video Card: MSI NVIDIA GTX 1070
Power Supply: EVGA SuperNOVA G2 650w
HDD: Western Digital Blue 2TB Hard Drive
SSD: Samsung SSD 850 PRO 512GB
RAM: 16 GB

My other monitor broke and I had no other monitor to replace it so I used a TV instead. It works perfectly and I don't think it's the issue. The whole system is atleast a year old except the hard drive which I replaced recently. Before the hard drive was replaced, I play all kinds of games with high performance; Witcher 3, Company of Heroes 2, Fallout 4, Deus Ex: Mankind Divided, Grand Theft Auto 5, etc.

Solution
Hey, I fixed the problem. It wasn't the anti-virus but something that came with the motherboard. It was a "slow mode" switch that hindered my CPU performance and I flipped that, now my games are running at 60+ fps glory. Thanks for the help, too.

Have you checked performance monitor (Task Manager)? There could be a rogue program.

Also, you might want to overclock that 6600K, if it's still at stock. You could probably get at least 4GHz without changing voltages. When I had a 6600K, i was able to get to 4.5GHz by only adding a few mV to the core.

I just checked and I don't think there's anything sapping at my CPU. However, the anti-virus has high memory rate. I don't know if that's it?
