GTX 1050 TI FOR 1080P vs RX 460 2GB FOR 720P

hello everyone,i am in the middle of an upgrade and saw that everyone is going for 1050ti's but they game on 1080p but i have a 720p screen so my question is that is an rx 460 for 720p as good as a 1050ti for 1080p and that can i run 2017 games with an rx 460 on 720p on medium settings?
MY RIG:
MOBO:msi g41
CPU:core 2 quad q9400 2.6ghz(cant overclock it,shitty mobo)
RAM:8gb of ddr3 1066 mhz
PSU:corsair vx 450(2 years old)

thank you so much for replying and i took your advice and am now upgrading my cpu to an i3 3220 im afraid that is the only one in my budget and i cant go for a gtx 1050 as it is $30 more expensive than the rx 460 where i live,also 30 fps are good enough for me and i play games like mafia 3,sniper ghost warrior 3,some skyrim(with mods) and splinter cell blacklist but i plan on playing gta v after the upgrade and watch dogs 2.Can i get 30 fps on those games with the settings mentioned?

sorry but i changed my mind and i found a cheap i5 2400 so now im worried about the i5 2400 bottlenecking the rx 460 but im still gonna go for the combo and i also think that the i5 is future proof so that i will upgrade to maybe an rx 470 later in the year
