Dell motherboard in PC build, solid orange light

I just finished building a computer with these parts yesterday:

Intel Core i3
Dell
4GB RAM


I took the processor, motherboard, RAM, and CPU cooler from an old Dell 3020 sff which worked before I took it apart.
My problem is, there's a solid orange light on the motherboard right next to power connector. The computer won't boot at all. Power button doesn't seem to do anything, the processor fans spin, there's noise. The orange light just stays.

The PSU works because it's clearly powering the GPU as it has a green light on it, any ideas why and what would be solution......
 
Are you using a normal PSU or the one from the dell? What graphics card?

From what I can find, solid amber means the motherboard is dead. However it could indeed be the PSU if you replaced it since it uses a proprietary connection and wont work without an adapter (potentially frying the motherboard if attempted to use without the adapter). If you changed the graphics card there is also the possibility that it simply doesn't have enough power. It appears to be only a 290w unit.
