HELP I CAN'T RUN GTA V 60fps

apparently i can't run gta v smoothly, im kinda stuck on 30fps and below which is strange, people ran faster on pcs which had lower specs than mine did..
any setting suggestions?
I'm using a tv though, still waiting for a proper monitor, tv can go 1080p 60Hz. also using an HDMI cable, instead of the DVI cable ( my tv doesn't have a slot for that )
intel i7-7700,
Asus ROG Strix Z270F Gaming motherboard,
Asus ROG Strix GTX1080 A8G 8GB GDDR5X,
Kingston 16GB RAM,
Seagate 2TB HDD,
Kingston 240GB SSD,
CoolerMaster V650 80+ Gold psu,
CoolerMaster RC-K282 KWN1 Variant.

apparently im still new to pc gaming,
my gpu temps barely even rose though, its somewhere 30-40, the gpu never went up to 40 though. ( celcius, not fahrenheit )

its plugged in the motherboard though, not my 1080, my 1080 doesn't have an hdmi port ( idk though i checked the back part of my pc case theres no hdmi slot for my 1080 )

THANK YOU VERY MUCH! NOW IT WONT EVEN DROP BELOW 60FPS EVEN WITH ALL ULTRA SETTINGS! apparently for all this time (i got the pc yesterday ) i was using the Intel HD Graphics 630 video card instead of my GTX1080.. i am indeed a noob, i thought my gtx1080 didn't have hdmi ports, they were covered in this strange looking covers which i thought were mounts HAHAHAHAH

( i got capped on 60fps thanks to my tv though )
