Can't Boot any HDD/USB/DISC and Bios is VERY slow please help..

By slow i mean this:

When i turn the system on it shows the blue HP screen with boot menu, setup and network options however whenever i select one of them it automatically goes to a black screen that gives me a RAM count and whichever option i picked (Setup) it will show the word ''Setup'' in the bottom right corner for about 10-15 minutes before it loads the bios setup menu. It does this with every option i select. It never automatically tries to boot one of my HDDs either. I have 5 different drives with Windows 7-10 on them and they all worked fine till now. I have nothing in the PCI slots and i use VGA for display. It does the same when i use video cards too. I tried booting from usb, cd and hdd and every single one of those options just takes like 10-15 minutes to load up and stays on the page saying ''attempting to boot hard drive or boot from CD-DVD ROM'' ect. The page literally NEVER ends, even left it on for hours to be sure on each option. It has a HUGE delay when it comes to selecting which option i wish to use. The loading screens take 10-15 minutes, i'm not exaggerating the times here either. I have managed to get into bios and check all the settings, update the date and time ect and made sure everything is normal and saved and exit. Nothing changes no matter what settings i use. Every one of my HDD do the same thing. It's not the HDD causing it, they work fine in my other system. The USB is a bootable windows 10 and my disc is a bootable windows 7 install disc. I have never experienced this issue before and i have no idea what to do. I have all components and cables connected correctly (Double checked a dozen times) Left the system unplugged all night, all cables disconnected ect from the ports/power and display then tried again the next day and still the same. I have never experienced this before and i am truly stumped as to how to fix this. Literally every page loads slow on the boot screens. Only the bios setup options are fast. This does the same on fast boot as it does on regular. This has NEVER happened before. I thought replacing the cmos with a new one might fix it but it did not. I have even tried a brand new corsair PSU to replace the old one inside and they both do the exact same thing. I have tried multiple video cards too. I have taken out and tested each memory stick in each slot 1 by 1 and they all work fine.

THE ONLY THING i haven't done is update the bios. This is my next step if i can find the right one online..

Anyone have an idea why im experiencing this and if it's possible to fix? I'm about to try a bios update but going to wait for feedback first..
