PC not turning on

my friend went to turn his pc on and nothing happened although the only sign of life was the keyboard lighting up even when the pc was off as it did before it breaking. hes given it to me now and ive taken it all apart and tried new psu. still nothing. just nothing when i hit the power button or short the pins. i think it might be the motherboard. any help would be much appreciated, cheers.
 
If you have integrated graphics and a known good power supply:

Take everything out except the CPU (leave it's heatsink on and heatsink fan powered obviously). Hook monitor to motherboard graphics port. Attempt to boot. See if any error beeps codes (will need motherboard pc speaker) or diagnostic light flashes based on motherboard maker.

If nothing disconnect reset switch to make sure that isn't it.

If motherboard so equipped, do a CMOS reset via jumper.

If no integrated graphics, then you'll need a known good graphics card that the motherboard supports.

Unfortunatly i cant try any of these solutions. The fans arent spinning at all with the button press. not even the cpu or psu fans. Ive got everything out except cpu and heatsink and ram, also no gpu. the pc doesnt have integrated graphics but i shouldnt need a gpu for the fans to spin up. it just got no life except the peripherals lighting up.

Next step would be removing motherboard from case and place on non-conductive surface in case something got into the case and is causing a short.

Hook in power, the pc speaker and short the power switch pins, see if any response. Reset CMOS again

Check under the CPU heatsink to see how much heatsink compound they applied. If it's conductive, did any migrate to the underside of the CPU and is shorting something there?

its annoying, i had an fm2 cpu only last week. just sold it so i dont have another to test. There is thermal compound, not as much as i would have liked but its fine. Hes not had any signs of overheating though, no random turning off under heavy gaming. Im going to try cmos again but its just dead. absolutely nothing. im not sure how this would solve basically a no power situation.
