My power went out. I tried to turn my pc on afterword and it turned on for a second then immediately off and now it won't turn on at all. Here are my specs:

Corsair bronze cmx 750 psu

2 x WD 1 TB hdd

Gtx 1070

Asus z97 pro motherboard

2 x 8 GB 1600 MHz ddr3 RAM

250 GB Ssd

i7 4790k

Another note is that I do carry renters insurance should my system be totally messed up I think I could file a claim, but if it's something as small as replacing the psu I'd rather not do that.

There are no weird smells, I tried unplugging the mobo power connector out and in with no luck.

Does the PSU work? If you're not sure, you can do the paperclip test:

If it shoes signs of life, then it might be your mobo, cpu, gpu or some combination of the three. The only real way to test is to replace the parts in various combinations. If you've got other computers floating around the house, you can test your gpu easily this way, and perhaps even your cpu if the mobo in your other computer can support it.
Or just go to a professional who will have all these parts handy and test if they're working for you.

Also, whatever ends up burnt and has to be replaced, add a few more bucks and buy a surge protector, they are so worth it.
