Possible motherboard issue

So recently I have been trying to upgrade my cpu and power supply. When I put in the new i7 cpu and 600w psu, an issue occured where my computer would start up for about 20/30 seconds and then shut off and attempt to start up again. During this time, the monitor would not display information and any usb devices wouldn't work. I switched out the new parts with my old psu and cpu the error still occured. When testing things out, I used my current gpu (gtx-1060), an older gpu (gtx-750), and the onboard graphics for both the old/new cpus and psus. I have tried cleaning the contact areas for the cpu, ram, and anywhere that the psu conects to as well as removing the battery for few minutes. Is there any thing else that I can do to fix this issue or is my motherboard dead?

Missed that part about old CPU doing this too. Was everything working before you removed old CPU to put new one? If yes, then it's either motherboard or RAM that failed. If you have motherboard beeper, try starting without RAM - you should get error beeps, which would point toward RAM failure (and you then should try each stick separately to see which one failed). If no error beeps without RAM, then it is most likely motherboard failure.

Motherboard: MSI Z87-G41
Old CPU: i5-4670
New CPU: i7-4790
 
It is possible that BIOS version on the motherboard is not compatible with new CPU. Seems like this board needs version 1.7 for that CPU. Install your old CPU and check what BIOS version you have; if it's older, update it to newest (1.8) version and try again with new CPU.

I wish I could man, but when I put in the old cpu the same error I got with the new cpu occurs. That's why I'm making this post.

Yeah it was working fine before I tried to change the CPU. I tried running it without the ram and the same thing happened. I'm not much of a hardware person so does this normally happen randomly (5+ year old motherboard) or is it possible that I caused this when changing the CPU?
 
When changing Intel CPU, you have to be careful not to damage CPU socket pins. Other then that, there's not much that could cause motherboard failure when doing this (aside from static electricity, that can always do harm whenever touching components).
