Can a potentially damaged HDD damage the rest of the system?

So I have a couple of old HDDs from way back when. Both sata.

First one is pulled from an old computer that has just been sitting around inside. Want to ensure there's no important photos on it or anything.

Second one is a little worse... I had my old pc thrown into the tip. Fished it out a couple of weeks ago (it'd been in there for a year) and pulled the HDD out. HDD seemed to be protected by case... But still... And I want to make sure that it didn't have anything amazing on it like bitcoin or something.

So if I plug these hard drives in via sata, can they damage my new pc? New pc is only running on a 250 ssd. Also is only drawing like a 6th of the potential watts from the psu. If it is possible for them to damage my pc, would getting one of those sata to usb type enclosures help?

Also, since these two hard drives have windows xp and seven on them, can I plug them in as is and get the data? Or is it just gone/ inaccessible?

You should have no problem with just connecting them and accessing the data as long as they are still functional. I would not hot swap them though, so power off before you attach them.

The only potential problems would be if one had an electrical short (highly unlikely) or some virus/malware and I expect that you would already be aware of that if it were the case.

You should be able to attach both at the same time, just insure that your boot order in the bios doesn't change and you will be fine with the SSD booting and then accessing both drives.
