Need help with a custom gaming PC

I am looking to build or an already built pc capable of streaming on Twitch and running two monitors but I don't know what's good and what's bad, I've been playing on an HP Elitebook for a year or two and it's just not cutting it anymore. I want something fast and reliable that can stream smooth 1080p and 60fps. Specs and hardware are another language to me so my knowledge is very slim in this area.

Parts don't have to be the best out there or a specific company just something that will get the job done correctly and easily repaired if I run into any issues.

Looking to keep it under $1000

$1k all inclusive I assume, include OS in the cost.
Ditch the SSD for performance too.
If you can spend a bit more there is this option however.
