Graphics card not at its potential? FPS not too high

Hello! Around 7 months ago I purchased a gaming laptop from iBuyPower and i dont think my graphics card is at it's full potential. When im playing CS:GO (everything on high), i get around 140-190FPS. Everything on low is around that range too. However, my friend (Custom PC build), gets around 200fps with all high settings. But when he puts everything on low, he gets around 900-1000fps. Is this because laptop graphics cards are lower tier than PC ones?

My graphics card: GTX 960M
Friend's: GTX950M

Perhaps his processor is faster, or, he has a few less background applications running?

In any event...will your laptop's monitor display be able to display any more than 60 frames/sec (w/ 60 Hz sync/refresh) anyway?

@mdd1963 hey thanks for responding, and his monitor is a 144Hz monitor, mine is 60Hz. I have an i7 6K something i forgot, ill check tomorrow. He has an i5.

By the way you should not bother if your framerate is above 60fps. If you want to compare your gpu with your friend's then gtx 950 is still slightly better than gtx 960m overall and desktop processors are usually better than laptop cpus as @mdd1963 said.

still if you want to get best out of your hardware, then:-
Turn on the high performance power mode.
update your drivers and direct x to the latest supported version.
stop all other programs running in the background.
